In 2021, the Department of Community Mental Health and Westchester County District Attorney’s Office collaborated to offer a new criminal justice diversion model. Under the program, individuals are identified as qualified first-time non-violent criminal offenders. The Fresh Start Program then provides those defendants an opportunity to avoid prosecution and the potential for a criminal record. 

After eligibility is established, the individual must participate and complete a 3 hour facilitated session, provided as an adjunct to Westchester County’s highly respected Treatment Alternatives for Safer Communities (TASC).
